It’s an interesting statement for further investigation, that creativity flourishes best in the hands of the oppressed.
Innovation is by definition a threat to those in power. Because it is to do a new thing, that is, a thing that very well might change the state of affairs in which those in power retain their power.
Creativity, then, is always a risk that might upend the powerful.
